Overview

The Annual Management Plan (AMP) is a formal governance and planning document produced by a managing agent on behalf of an Owners' Management Company (OMC) each year. It is a legally and operationally significant deliverable under Irish multi-unit development management, and is distinct from the annual service charge budget.

Where the budget answers "how much will owners be charged?", the Annual Management Plan answers "what will actually happen in the development this year and how is it resourced?"


Planned Scope

When implemented, Annual Management Plan generation will cover the following sections:

1. Planned Works Schedule

A structured, itemised schedule of maintenance, repair, and improvement works anticipated during the plan year. This includes:

  • Routine preventive maintenance tasks
  • Reactive repair allowances by category
  • Capital improvement works cross-referenced with the capital reserve plan
  • Estimated completion timelines and responsible contractors or trades

2. Staffing Arrangements

Documentation of all personnel engaged at the development or on behalf of the OMC, covering:

  • On-site staff (e.g. caretakers, concierge, cleaning)
  • Contracted service providers and their scope of engagement
  • Managing agent personnel and escalation contacts

3. Insurance Renewals

A consolidated insurance summary for the OMC, including:

  • Building insurance (block policy)
  • Public liability
  • Directors & Officers (D&O) cover for OMC board members
  • Renewal dates, insurer/broker details, and current coverage levels
  • Notes on any coverage changes or recommended reviews

4. Capital Reserve Projections

Forward-looking projections for the development's sinking fund / capital reserve, including:

  • Opening reserve balance
  • Planned drawdowns for capital works in the current year
  • Annual owner contributions to the reserve
  • Projected closing balance and multi-year reserve trajectory
  • Alignment with any existing Reserve Fund Study or long-term maintenance plan

Legislative Context

Under the Multi-Unit Developments Act 2011 (MUD Act), OMCs are required to maintain certain records and communicate planning information to unit owners. The Annual Management Plan is a key instrument for demonstrating that the OMC is being managed proactively and transparently. Managing agents are expected to prepare and present the AMP — typically alongside the annual budget — at or before the AGM.


Workaround (Until Feature Is Available)

Until this feature is shipped, managing agents should:

  1. Prepare the Annual Management Plan manually using an external word processing or document tool.
  2. Upload the completed document to the relevant development's document library within the platform.
  3. Distribute to owners via the platform's communications module.
