Introducing the Compliance & Legal Obligations Tracker

Release: v1.0.5 Audience: Property Management Agents, OMC Directors

Managing compliance for multi-unit residential developments in Ireland is not optional — it is a statutory obligation. With the release of v1.0.5, the platform now includes a dedicated Compliance & Legal Obligations Tracker, purpose-built for the Irish regulatory environment.


The Problem

Irish block management sits at the intersection of several pieces of legislation:

  • Multi-Unit Developments (MUD) Act 2011 — Governs the relationship between developers, OMCs, and unit owners. Imposes obligations around annual general meetings, service charge transparency, and sinking fund management.
  • Fire Services Acts — Require ongoing fire safety certification and maintenance records for common areas and shared infrastructure.
  • Health & Safety Legislation — Imposes duties on OMCs as effective occupiers/controllers of common areas.
  • Insurance Requirements — Statutory and contractual obligations to maintain adequate building insurance, public liability cover, and related documentation.

Missing a compliance deadline is not merely an administrative failure — it can expose an OMC to legal liability, invalidate insurance, or result in regulatory sanction. Until now, managing agents had no centralised tooling to track these obligations within their block management workflow.


What's Included

Compliance Calendar

A calendar view dedicated to compliance obligations across all managed developments. At a glance, agents can see:

  • Obligations due in the current period
  • Overdue items requiring immediate attention
  • Upcoming deadlines within a configurable lookahead window

The calendar is filterable by development, obligation type, and legislative category.

Legal Obligation Tracker

Each compliance obligation is tracked as a structured record with:

Obligations are pre-populated based on Irish legislative requirements, so agents do not need to manually configure them from scratch.

Certificate Management

Statutory certificates can be uploaded, stored, and associated directly with the relevant development and obligation record. Supported certificate types include:

  • Fire Safety Certificates — Required under the Fire Services Acts for all relevant common areas and fire safety systems.
  • Lift Maintenance Records — Periodic inspection and maintenance records for passenger lifts under Health & Safety legislation.
  • Building Energy Rating (BER) Certificates — Required under SI 243 of 2012 for residential units and common area systems.
  • Insurance Documents — Building insurance schedules, public liability certificates, and renewal confirmations.

Certificates are versioned, so previous records are retained when renewals are uploaded.

Automated Deadline Alerting

Configurable alerts can be set to notify agents and OMC representatives ahead of compliance deadlines. Alerts can be configured with:

  • Lead time — e.g. notify 30, 60, or 90 days before the deadline
  • Recipients — specific agents, OMC directors, or role-based groups
  • Escalation — secondary alerts if an obligation remains unresolved past a threshold

This removes reliance on manual calendar tracking and reduces the risk of obligations lapsing unnoticed.


Legislative Coverage

The tracker ships with pre-mapped obligations covering the following:

  • Multi-Unit Developments Act 2011
  • Fire Services Act 1981 & 2003
  • Safety, Health and Welfare at Work Act 2005
  • Building Control Acts
  • Insurance (statutory minimum requirements)

Additional obligation types can be added manually where development-specific requirements exist.

Getting Started

  1. Navigate to Compliance in the main navigation.
  2. Select a development to view its obligation register.
  3. Review pre-populated obligations and assign responsible parties.
  4. Upload any existing certificates to the Certificate Store.
  5. Configure deadline alerts under Compliance Settings.
